Abstract
Nowadays, Digital Services (DS) have become a crucial component of Information and Communication Technology (ICT) provided by governments to facilitate and sustain various transactions. Simultaneously, digital services have gained popularity in both developed and developing countries. Given the importance of sustainable Information Systems (IS), this paper identifies a clear gap in measuring the sustainability of DS development in the context of transforming to smart cities.
The purpose of this paper is to explore the connections between Digital Services as tools for economic development and the goal of achieving smart city sustainability. Variables such as infrastructure, social factors, security, user behavior, and others will be analyzed for their significant impact on the sustainability of DS, viewed as both technological and psychological packages. This study employs the perspectives of the Expectation-Confirmation Theory (ECT) and the Unified Theory of Acceptance and Use of Technology (UTAUT2).
To examine the sustainability model, data were collected from 350 employees in public universities. The study utilized PLS 3 to analyze the measurement model. Based on the findings, the framework proves to be a reliable measure of the sustainability of DS in the context of transforming to smart cities. Additionally, the results indicate that these measurements are key to successfully transforming to smart cities through the continued use of DS, particularly in electronic government (eGovernment).
